Circuit Court of Appeals ruled Tuesday that the IRS had no legal authority to impose a nationwide licensing scheme on tax return preparers that would have required testing and continuing education as Registered Tax Return Preparers. I spoke with WXXI News about tax refund theft and how it’s being done. “Tax preparer David Young, CPA, says thieves obtain a taxpayer’s social security number and birth date, and then create a false W-2 form to claim a refund.
